Job Summary

To optimise procurement for the organisation and assist the Senior Accounting Officer in daily accounting operations.

Major Duties

  • To review and propose updates to the Procurement Manual, covering all necessary procurement procedures and tender assessment methodology;
  • To keep a record of the capabilities and performance of consultants, contractors and suppliers; assess their eligibility to remain as members of our approved supplier list; and remove from the approved supplier list as necessary;
  • Understand requirements of user departments and search proactively in the market to find the best offerings for the organisation in terms of value for money, quality, professionalism, fit-for-purpose and competence;
  • To conduct due diligence on prospective new vendors, suggested by Heads of Department or self, to facilitate them joining the approved supplier list;
  • Monitor compliance to tenderer selection, quotation and tender receipt and opening, price and technical comparison methodology, supplier negotiation, formal approval, Purchase Order issuing, and project fulfilment, in conjunction with the responsible line Heads of Department, Senior Officers and Officers;
  • Data maintenance and reporting;
  • Identify loopholes and oddities and propose risk minimisation methods and cost savings as appropriate;
  • Maintain open communication with management and other staff;
  • Assist in day-to-day accounting operations;
  • Monitor for actual and perceived conflicts of interest and their declaration.


  • Commitment to the mission, vision and values of KFBGC;
  • Degree or Higher Diploma holder in Procurement, Accounting or related discipline;
  • At least two years of experience in procurement and vendor sourcing;
  • Knowledge of a full set of accounting will be an advantage;
  • Good command of English, Cantonese and Putonghua (preferable but not essential);
  • Proficiency in computer skills including MS Word, Excel and Chinese Word Processing;
  • Work with minimal supervision in Procurement;
  • Pleasant personality with good communication skills;
  • Five-day work week;
  • Excellent report writing skills along with analysis and data reporting skills.
